Drury SIFE has done great work to try and further the economic development of this part of town by organizing events on C-Street as well as forming partnerships with businesses to provide discounts and incentives for students to visit....

Thank you for your misguided rant. It is individuals who are not aware of other activities on C-Street (such as yourself) who stop others from going out and enjoying the street to its fullest.
In addition to Pizza House, Big Momma's and Lindberg's (which is the best live music venue in the city) you can also enjoy a good night at Q Enoteca which often features live music and the occasional comedy act. It is always a good place to go and socialize that is much different than the sloppy drunk bars people frequent downtown hoping to score with an impaired person of the opposite sex. Oh and have you ever been to Ruthie's? It's got a pretty sweet karaoke set.
The shops on the street provide for a lot of fun; from actually shopping to just taking some artistic photos (which the shop owners don't mind) these are a great place to go. Fusion stained glass even offers classes where you can create your own masterpiece.
Don't forget the Jefferson Street footbridge which is a perfect place to just walk and watch a train (preferably with a drink from Big Momma's in hand).
Throw in Askinosie chocolate and the most helpful hardware store I've ever been to (Rathbone ACE) and you've got a pretty freaking awesome street.
You can even grocery shop at the C-Street Trading Post.
As for the "large homeless population" they are very good about keeping to themselves AWAY from the people, and if you do have the opportunity to interact with them. They are quite nice.
While business coaching, etc. may be helpful your rant is completely the opposite, ignorant and damaging.
Head down to the street and TRY to enjoy yourself, you might be surprised.
